Job Description:
-
Participates and coordinates with community, state, and federal partners/agencies on the management of grant activity.
-
Develops and coordinates required training for all hospital employees on basic emergency and disaster management, including Decontamination, Hospital Incident Command System (HICS), and Emergency Codes.
-
Follows and enforces appropriate safety policies, including the use of Personal Protective Equipment (PPE), handwashing, and hazardous chemical handling.
-
Other duties as assigned. Supervises Emergency Management Specialists, including conducting employee evaluations and assessments.
-
Manages the Comprehensive Emergency Management Plans program, including Hazard Vulnerability Assessments (HVA’s) for all applicable areas.

Maintains good relationships with other departments and interacts effectively with Emergency Management, EMS, Fire, and Police community agencies.

Manages and educates an effective disaster response and emergency management plan for all facilities.
-
Coordinates at least 2 annual drills at each hospital, including a mass casualty event and an internal event, with one being community-coordinated as per JCAHO/DNV guidelines.

Manages the system archiving of data pertaining to drills. Engages with regional Emergency Management Specialists and campuses to complete Corrective Action Plans from After Action Reports.

Chairs the Emergency Management Committee and facilitates its operation.

Provides input towards the development of the budget.
Knowledge, Skills, and Abilities:
• Expert knowledge of the Incident Command Structure and the understanding of the interrelationships, responsibilities, goals and functions of local, state and federal government in planning and implementing emergency services. [Required]• Expert knowledge of Command Center/Emergency Operations Center functions at various agency levels. [Required]• Supervisory knowledge with the ability to mentor, train, and coach direct reports. [Required]• Ability to communicate effectively and professionally, both verbally and in writing, to a wide variety of people and audiences. [Required]• The ability to prepare comprehensive detailed reports and plans. To read, interpret, comprehend and apply written and verbal policies, procedures, rules, regulations and laws. [Required]• Ability to establish and maintain good working relationships with a variety of agencies, organizations, and individuals. [Required]• Intermediate medical and hospital administrative knowledge to understand the aspects of emergency response within the healthcare structure. [Required]• Understanding of Emergency Management requirements as stated within National Fire Protection Association (NFPA), Det Norske Veritas (DNV)/National Integrated Accreditation for Healthcare (NIAHO), CMS (Center for Medicare & Medicaid Services) and other regulatory bodies associated with the healthcare industry. [Required]• Understanding of ISO and its application within Emergency Management. [Required]• Advanced knowledge of response to emergency situations, and the ability to control emergency situations with an intelligent and calm demeanor. [Preferred]• Advanced knowledge of the Incident Command Structure as it applies to healthcare facilities. [Preferred]

Field of Study:
• degree in Crisis/Emergency Management or Healthcare related field
• degree in Crisis/Emergency Management or Healthcare related field
Work Experience:
• 7+ experience performing emergency management duties, disaster planning, education, and policy and procedure development. [Required]• 7+ working experience in a healthcare environment involving disaster planning and emergency response. [Preferred]
